Not entirely true. that is definitely a significant part of it, but its also that windows is inherently less secure than linux in a few notable ways.

for the entirety of its life, windows 7 had an exploit that allowed you to gain access to the admin account of the PC through the login screen without logging in anywhere, this persisted through windows 8 until they fixed it in windows 10 (a 6 year long critical exploit)

MINIX is the most popular operating system ever conceived, it runs on more PCs than Windows, but notice how there are a significant amount fewer exploits readily known? because MINIX is a properly secure operating system, regardless of how common it is.
