Elbows have to be at least to the level of the shoulders for it to count.
You can't also use feet up the bench to set up.

Similiar to their bench changes they wouldn't ban sumo. The more reasonable approach they'd take is like a max stance width for example shin contact can't be outside the rings.

I don't think they will since sumo is very easy to ban.
They could regulate stance as said but that would barely change the lift for the IPF, it's just a few cm of ROM.
Sumo deadlifts only get ridiculous with the bouncy bars used in lolfeds.
