Ive been lifting/exercising with moderate consistency for 2 years. I just never get passed a certain level physically.

Seems ok but very basic, I think you should be seeing better results than what you got with this training in 2 years though.
Maybe you're not training with enough intensity?
Try adding more volume to your program and getting closer to failure on your lifts
Also checkout some new lifts maybe they help you, some of my favorites are Dips, Pullovers, Dumbbell Row and Power Raises

Poor genetics. You will be beating your head against the wall. You need to do some extreme programming, eat better than 99% of gym rats only to get 20% of their gains. The best option is to just roid so your body actually learns what it is like to gain muscle mass for once
