Probably rear delt rows. Like a reverse fly except you allow your elbows to bend as you lift the dumbbells out to your sides. Regular reverse flys have no tension at the bottom & all the tension at the top due to the resistance curve of gravity so letting your elbows bend as you lift makes for a more even tension curve & works better for the rear delts that way. Obviously if you have access to a reverse pec deck then just use that.

I'd say bald. I started balding, cut my hair down to max 3mm and have never regret it.
Keep it shaved close with a razor and grow out the beard a bit more for a solid look. Or keep you hair short with like a #3 edge

maybe more of a stamper. if you do leave hair you shouldn't leave it so long sticking up like that cos it highlights the thinner portions. I'd also suggest some cardio to cut down your chin area.

is this your first time buzzcutting? i got folds like you do, you can either pull the skin to try and even it out or go slightly lower on the guard.
id recommend a 2 all around and then 1 1/2 guard over trouble spots.
