They didn't really know how to best monetize it, so they lost interest.
I am honestly really surprised they didn't devolve into wacky steampunk so they had more carrots to damgle in front of players

RDR1's online benefitted from being entirely console based, with easy communication between players to encourage social activity
RDO was a vast desert where you had to form a party from your own friends and play hide and seek with script kiddie boogiemen
that said, had some great times with friends and even had some good interactions with other players
making it a separate game was probably unnecessary

Never gonna forget playing RDR1 online with a buddy of mine and we saw a fat mexican guy with a poncho at fort mercer. We both just started killing him, over and over and over until his entire posse tried to take us out.
We both would kick their asses but every time we saw the fat guy we'd call out "Fat guy!" and focus fire his ass killing him in seconds.
Neither of us got any hatemail at all from this but it was fucking hilarious.
