Probably because the mechanics of RDR2 are too overly designed and boring. GTAV still feels like a video game while RDR2 is a fucking slog to play.
RDR1 had a great and fitting online. They tossed all that away to try and make GTAO 2.0 in a setting that did not suit it at all.
Because Rockstar, as many more modern corporations these days, first think about what would make them the most money, and then think what would make it fun, if they ever think about fun at all.

It didn't immediately make tens of billions of dollars so Rockstar of David wrote it off as a loss and gave it to the pajeets.
Singleplayer was so shit I hated the game before I could even get to the multiplayer.
you can't make gta online out of red dead, it's just not gonna happen but rockstar expected to print unlimited money with it just like they did with gta but it was never going to happen
its a shame because an online mode similar to rdr1 for rdr2 would have been kino but rockstar is only interested in milking 13 year olds
They didn't really know how to best monetize it, so they lost interest.
I am honestly really surprised they didn't devolve into wacky steampunk so they had more carrots to damgle in front of players

RDR1's online benefitted from being entirely console based, with easy communication between players to encourage social activity
RDO was a vast desert where you had to form a party from your own friends and play hide and seek with script kiddie boogiemen
that said, had some great times with friends and even had some good interactions with other players
making it a separate game was probably unnecessary

Never gonna forget playing RDR1 online with a buddy of mine and we saw a fat mexican guy with a poncho at fort mercer. We both just started killing him, over and over and over until his entire posse tried to take us out.
We both would kick their asses but every time we saw the fat guy we'd call out "Fat guy!" and focus fire his ass killing him in seconds.
Neither of us got any hatemail at all from this but it was fucking hilarious.

The online was so fun that I genuinely enjoyed every minute getting every achievement. Undead nightmare was the pinnacle of DLC at that time. Fuck it was fun riding around my zebra donkey
I had my fun with it
The best thing to do was join a legendary animal event and lasso other players, then drag them into the cougar or gator and was as they get eaten.
Then they'd get on the mic and start screaming at you, was hilarious.
Or using dynamite to knock people off the train in that other event and was as they desperately try to run back into the playable area and then die from the out of bounds timer.
There are two reasons why:
1. The controls are absolutely horrible. The worst in any game that I've ever played at least. There are games in the early 00s that are more modern. It's actually crazy how bad they are. And it interferes with the already terrible shooting mechanics.
2. It's hard to implement armored horses and flying wagons when you're try so hard to be pretentious. They couldn't milk the fanboys and zoomers so they just abandoned it and went back to Gta

Racing in GTA Online is a joke. Most of the time lobbies disable custom player vehicles, so your garage literally doesn't matter. Let's say custom vehicles are enabled and you can run with your personal vehicles, your car literally won't matter becuase if you get ahead too fast the game will slow you down so that other players can catch up to you. Absolute joke.
What do you do? Well, I spent my time doing small missions, accumulating money over time, buying property, doing property missions, and repeat the cycle when an interesting update comes out. I always glitched myself to a solo public session. Normally public sessions are with like 20 other players. Whenever you do any type of large sale, all the other players will get a very intrusive notification on their screen, prompting them to destroy your progress. In return they get like 5k dollars, for ruining your 1m dollar sale. Rockstar's essentially utilizing the crab mentality to torture their own player base.
Game is actually a decent way to get your GTA fix. Missions are usually simple and fun enough to complete, like go over there and shoot those guys. You can snipe them from afar, drive into them, whatever, way more freedom than you get in any singleplayer mission.
Other than that, I'm absolutely baffled as to how Rockstar managed to monetize this game, You will never ever get to cruize around the city in the cars you buy. You will always get destroyed within seconds.
