People are more touchy with Rape because its closer to reality (their reality as well) than cartoon violence.

Most people agree that there are situations in which violence is morally justified, e.g. self defense. So there's a certain tolerance of simulated violence, even if in many games it can be quite egregious.
In contrast, I think it's fair to say that almost everyone believes that rape can never be morally justified (unless you come up with some ridiculous scenario where some evil genius says that you have to rape someone or else he blows up the world).
