The three "Storm" moves very well could be 110 damage while keeping their effects. Maybe with Bleakwind Storm losing its freeze chance.

Shelter will probably be given to a number of Pokemon with shells (turtles, snails, etc.)

Triple Arrows will be 80 power, 100% accuracy and with high critical hit, basically a leaf blade with 10 points lower in power
Shelter wouldn't make sense on other shelled mons because it explicitly ties into Hisuian Goodra's ability to manipulate the hardness of its shell
Shell Smash only made since for things with breakable or rocky shells like Crustle and Carracosta, but Blastoise got it for some reason.
