The power vacuum after the war had it's own issues, but I don't think they were because of Iran. A more democratic Iraq is facing strong influence from Iran that is less checked by the power of a dictator. And, yes, the US did intend to fight multiple wars in the middle east. We really wanted to get into it with Syria when we knew that they were fueling the insurgency in Iraq. The pressure for Obama to exploit the instability in Syria to take out Assad as repayment.
