4 systems is already a problem and more of them are getting sent. I think the major obstacle was providing training for Ukrainian crews. It looks like the West is raising temperature slowly making sure enough vatniks are getting killed to destroy their imperial ambitions for a long time. Those "rebel" russian leaning areas are getting forcefully drafted and killed as cannon fodder. The russian leaning cities are getting leveled.
