I think if you deregulated all weapons, most people would not be able to afford anything beyond small arms and even if they could it would be at the discretion of the company selling them. Yes, and the only possible compromise I could see is anything with a sizable explosive charge needing to be stored in a secure area or facility lest my dog decides to use an M67 as a chew toy. Even then that could be argued as overreach in the sense of play stupid games win stupid prizes but the potential damage to the surrounding area should warrant consideration if nothing else.
