I think if you deregulated all weapons, most people would not be able to afford anything beyond small arms and even if they could it would be at the discretion of the company selling them. I don’t think Raytheon would sell me a predator drone but they might sell one to Elon Musk or Bezos and I think that’s fine.
So yes you should be able too, knowing that most people would not be able too.
