It is saying that objectors will be placed in non-combat jobs such as FEMA, not that FEMA will lock everyone up.
If the US ever needs to draft again their will be plenty of work to be had in civil defense, or in FEMA resetteling people in areas that fall under NBC attack.
Civil defense is generally made up largely of the ageing veteran population in theory.
