The thing is that what we call npc are really just midwits. They're smart enough to ask questions but are simultaneously too stupid to understand the answer so what they're really looking for is an authority to validate their belief or tell them what to do. The "downloads" and "updates" we meme about are really just them parroting an authority figure they heard recently, usually on tv or social media.

There is basically no way to manage the population's genetics, without affecting everyone and effecting everything. It would be to live as cattle on a farm. Many people don't realise cattle are not natural animals, they are all highly inbred, and indeed as soon as they start to deviate away from inbred they become sick with recessive disease. But when most people are cattle, the best you can hope for is to be a "wolf" and remove yourself from the equation entirely.
