I only tried the OpenVINO version a bit, but I wasn't able to make it work with Python 3.10, I had to download Python 3.9.
If you're using Python for something else and you don't want a different version messing things up, I recommend WinPython, which is portable. github.com/winpython/winpython/releases/tag/4.3.20210620 (you'd need Winpython64-3.9.5.0dot.exe)
