Anybody who says this needs immediately shot in the head. Windows 95 took 6 minutes to boot. Windows 11 takes 6 seconds. Is that sublinear? Obviously. Is it slower? No. The only thing that has ACTUALLY gotten worse is input latency, which is mostly a function of digital image signals and security "features" shoehorned into operating systems that predate multi-core CPUs. Oh well. They're still fucking faster. Of all the things to be nostalgic about, old computers has got to be the worst one. You used to have to boot into games because there was no overhead to multitask. Jesus christ retroomers piss me off.

Makes sense. You had to actually know how to program back then instead of banking on bleeding edge specs and/or readily available distributed systems to act as a crutch and take care of performance for you.

Windows 11 doesn't take 6 seconds to boot. You're computer just doesn't fully power off anymore unless you unplug it, and instead enters a deeper sleep mode. State is cached which allows for fast start up. It's a neat trick, but its not "booting up faster".

My win10 install takes like 10s, I remember I used to turn on the computer and go do something else while it booted decades ago.

Nothing has changed. Launch any large CAD package or video game released in the last couple years and watch it gobble your resources like a greedy dog. Nu-devs have done such a fantastic job of bloating everything up that you'd essentially need a workstation with more cores than their unoptimized shit can utilize, if you want to multitask.
