it depends on the case. Either, in uBlock Origin:
- select the element to hide from the picker (easy, rare nowadays)
- add Anti-Adblock Killer as a filter list

but it might not work
- add a custom filter rule like
newssite.com##.comments-open.intro-standard.standalone.article-single > .ars-appeal-wrapper
www.example.com##div[id$="_scroll_overlay"][class="inno_dialog_scroll_overlay"]

- open the uBlock logger, reload the page, check which file is loaded (typically a javascript .js one), then in some other famous extension, like uMatrix or NoScript, block that domain hosting it.
