If your hosiery has a gusset, get a seam ripper; (pic) It's a sewing tool with a little blade at the base of the needle. Take out the stitches of the gusset that way instead of just cutting or ripping a hole. It'll prevent all that fraying and runs (unless you're into that, but you'll also probably be trashing those tights soon.) And with the gusset removed, the hole left behind actually opens up nicely.

Now that you mention that, it does look a bit small on you. that square reinforcement panel does seem to be low. Follow the sizing chart, don't think you can just stretch an undersized one to fit. The crotch will pull down, and after a while, your toes will start to pinch.
