The someone I knew bought stuff off the TOR network (back when we were still using credit cards), the item was delivered as advertised, but that's literally just one use of TOR.
I'm like 99% sure terrorist units in countries will be setting up fake TOR websites to monitor regional purchases like this, but I'm not being paid to pen test the TOR network of a country, so zero shits given.
(know that it's an option, however, is always a plus and I would rather use TOR to gain access to uncorrupted print files for items then order a physical product. I was going to say possibly using internet in an oppressive country. But I remembered that they can just see that you're using tor, and could just arrest you anyway. Kinda like what happened to that idiot who emailed a bomb threat to Harvard using tor.

For the Harvard kid, they just looked at where the email originated from and saw that it came from the tor network. And then they checked they school's wifi logs and saw that only one person used tor, so they caught the kid.
If it was say China, they control the isps obviously. So they'd probably deduct social credit points for using tor, or worse put you in the cuck chair and interrogate you.
