I believe we are naive to think we are a top level lifeform. We consist of trillions of cells that are organisms in their own right. Even our cells developed a mitochondria from a primitive cell swallowing another primitive cell. Then there is the flora of microbes living in symbiosis with us. We are each a walking eco system. None of the lower scale lifeforms that we consist of can see or understand the whole human for what it is.

Why should we jump to the conclusion we are the top of that ladder?

Our knowledge of the world can only stretch as far as it can be abstractified to a brain that was evolved for a primitive hunter-gather life.

Even if we think we have a good grasp of the universe, I'd be surprised if there isn't life forms that are on another scale than we can fathom, be it in size or complexity.

The US government has publically and officially announced what they themselves do not know what the UAP's are, and the increase in funding is coming from the very concern of not being to identify what seems to be highly advanced and irregular air phenomena.

They have also admitted adverseries like China has their own UAP programs, implying they do not know either.

I'd like to see you cite a reputable source on the goverment talking about this phenomena as "they" and implying they are living among humans.
