I don't think scaring them is the point. Something has to have ups and downs to be interesting. It's an interesting adventure for kids. They made it so interesting that it was extremely memorable and significant for everyone that grew up with it.

I mean the film implies that horrific fates are given to three different children, and when you grow up watching it it's not uncommon to think they're dead since you don't see them again.

If children know what it means to be scared, then they are more likely to successfully flee from groomers.
