tl;dr: Windows scheduler is too stupid.

AVX512 is not supported on the gracemont e-cores. The proper solution would be for threads (or processes) to specify their preference or requirements and then the scheduler only schedules execution on those cores that support those preferences/requirements (I believe Apple does this with their hardware now). In the absence of that feature, features that are unsupported in some cores must be disabled in the other cores so that there is functional parity between between all the cores and the dumb scheduler doesn't have to worry about scheduling threads on cores that don't support the missing features

Either will be fine, if you can get a 3070 then that'll be fine if the price is fine. If you can afford to wait until the next series of cards are out, a 4070 would be amazing.

At 1080p it's pretty overkill. As would be a 3060Ti. That is, unless you want to go all in on RT in the fanciest modern games.
At 1440p the 3070 is considered the standard for high refresh and is capable of doing max graphics with DLSS too (DLSS is less usable at 1080p). The 3060Ti is more of a budget option at that resolution. Still plenty capable but you'll need to do more settings tuning.
My opinion, for casual gaming, is that no more than a 3060 is necessary at 1080p and a 3060Ti would be fine for 1440p. Yes it's weird that they're only "one step" apart but Nvidia decided to make the 3060Ti about 20% faster than the 3060 for some reason.

Does it make a difference? Besides you won't see it under your cpu cooler.

I can get the 3060ti for around 430usd, the 3070 for around 530 and the 3060 for 343. i guess I will go with the 3060 then
