Nothing to do with the radiation itself, everything to do with having had a pre-war culture/national identity that saw itself as the master race, a nation chosen and protected by heaven, incapable of defeat, a nation then forced to face defeat at the mercy of a new and devastating weapon that seemed to be evidence that heaven had chosen them to lose.
To rebuild after the war, Japan had to rapidly accept its new identity as a nation subservient to the United States. Being a good Japanese man changed almost overnight from being one who strives to dominate the foreigner to one who strives to please the foreigner. This suppression of its previous dominant-orientated identity is thought by modern anthropologists to be indirectly responsible for the emergent trend of sexualizing "cute", as a kind of "safe" outlet for sexuality that satisfies urges for domination while not causing the anxiety that would come from acting dominant, the idea being that cute things are "conquered" so easily that they can be "conquered gently." Might be something to it, might be nothing more than guesswork. Causes for shifts in human sexual trends are hard to analyze.

Losing WW2 changed the character and identity of the Japs, almost overnight. The culture, national identity, behaviour and thought processes of pre WW2 and post WW2 are so different, you'd assume that they're entirely separate people with totally different ideologies and national identities
