Nah when I lived in the US I had my own IP and even IPV6 support from the ISP. This is what happens when you live in the 3rd world and your ISP is a relative newcomer to the market.

You SHOULD get 255 IPs for personal use. So sites can ban all 255 IPs of you at once. (But some ISPs are greedy and will give you only one IP. This means you can get banned due to actions of your "neighbor")

Literally every consumer router save glorious mt7621 has a hardware NAT accelerator with blob drivers for IPv4. The original Intel IME remote exploit was caused largely because purchasing managers opted for Intel NICs for better IPv4 offloading. Even before that history was littered with broken IPv4 acceleration devices that turned into massive security problems.
