Make sure it doesn't have an iCloud account, make sure it has no activation lock if it has been reset. Also make sure it is unlocked.
Next is checking if Face ID works and to see if battery is original and its health. It's an iPhone sadly and you MUST check all of these before buying an used one. Tim Crook doesn't want you to buy 2nd hand Apple products easy.
