Old Jasc Paint Shop Pro IIRC didn't give a fuck though. Of course with printer paper it didn't really look legit, but was fun for pranks lol.

Looks like the protection only works if you are directly opening with PS. Other Adobe applications don't even have it.
Unless it explicitly says in their terms of use that it's reporting this information back to Adobe, it's probably just doing image recognition on some parts of the note and if it sees more than a few it pops the message up. If they reported all this info back to the treasury it would just be a waste of time. You'd spend years talking to thousands of dumb moms and teachers who tried to make edited "funny money" for a birthday party or classroom activity before you even caught one counterfeiter.
