It does answer the question, read the entirety of book of hebrews, well all the new testament except the gospels and revelation (for sake of time) if you are unfamiliar.
The entirety of the old testament is still in effect, however the new covenant/testament overrides it if you have faith in Christ. We follow the old laws because they are good, but we cant do them all because we are prone to sin. Highly recommend you read hebrews, slowly.
