What should I use to write a script that remembers the last file I watched in a playlist and then asks if I want to play the next file in the playlist when I open mpv?

mpv is scripted in Lua so it's not like you have much of a choice.

This looks like it will do what I had asked. Now I'm thinking about a prompt that lets me make a selection between multiple playlists -- like picking a show out of multiple shows that I happen to be watching at a time -- and continue at the next episode of the chosen show.
..or something like that.
Times like these, I wish I was on Linux, but I'm on Windows.

how does an mpv config even go beyond 10 lines
I've seen much longer.
Any recommendations for scripts you can use to make gifs? None of the ones I've tried from GitHub have worked very well for me. And I don't know enough Lua to write my own.

i'm on fedora 37 beta and the performance of mpv master + ffmpeg master + libva master is absolute shit, vulkan also crashes after a minute, any ideas?
Use Windows, the performance of mpv master + ffmpeg master + libva master + everything else master is flawless, barring the long-standing stutter-on-resume bug
