I would make several ones:
1. Girl must wear well-fitted bra or any at all - All bras would have size on them and police officers would have right to measure girl's tits and compare it with bra
2. Mandatory depilation of body - girl's skin should remain smooth
3. Dyed hair tax - small tax each month for right to dye hair e.g $2.13 for naturals colors $3.23 for fancy (like green) colors. Each month tax varies a little to make it uneasy to track
4. Tattoo tax - hefty tax for having tattoo calculated tax = base x %body coverage. Base would be around $50
