Roe was decided (poorly, with questionable logic by an activist court) in 1973. 49 years. Democrat congresses have had 50 years to codify the decision into law but have been too cowardly to put their names on a bill. That's hardly the Supreme Court's fault, they just looked at the Constitution, couldn't find abortion in it and did the right thing. Hardly a disaster, they just sent it back to lawmakers to force them to do their fucking jobs.
