"learn by doing" type book for c++?

I'm learning compilers.
Could be learning a wagie web framework or design patterns instead, that would actually be valuable knowledge for my job, but I don't care, this one is more fun.

I'm interested in developing Vulkan graphical interfaces on Linux. Should I start with learning C from the K&R book or can I start with Vulkan?
Is there a K&R equivalent for Vulkan?

Does python even have such an IDE with debugging? That looks like Eclipse so that code is probably Java.

vscode with plugins works well enough for small programs

They are faster then regular python for loops because the loop is actually made with C and not python. Being pythonic then means running as little python as possible. Also don't chain more than maybe 2 comprehensions together.
Or just use another language.
