Tbh blackouts in the states are rare. My guess would be there's some equipment out of service due to failure or maintenance during peak load thats forcing them to shut off customers. I seriously doubt their system is that overloaded.
In 3rd world countries however, they just plain lack the generation to support the entire grid on an archaic infrastructure, hence rolling blackouts.
