Desperation and or social control/genocide. He believes hes better of watching than not having her at all. And her sexual value is percived to be high enough to make him submit. Due to the social and formal rules/laws beeing in her favour. He cannot use his advantage, higher physical strength without breaking the law. To some degree maybe. But the real problem is a lack of developing the correct social skills to get oneself into the position of having sex. If you can easily please yourself you don't have an incentive to learn the skills. Over time this can develop into other forms of sexual dysfuynction. But they're not the cause. The real problem is not developing healthy ways of being sexual in the first place. Then instead developing a fetish for being the third person. Not getting to play the first person role and learn it to a good enough level is just as important.
Which is why old powerfull men shouldnt be fucking young women. Since it takes away one women to learn from for the young men and it makes the girl learn what sex is in a different way. which makes it much harder for the young male to attract her. As she expects old man come on, which the young man has very little possibility to know. In short young people learn the wrong skills to create good and healthy sexual relationsships. Alot of boys dont learn to be men sexually. And alot of women learn how to be "daddypleasers" instead of developing sexually in line with their peers and naturally with their biological development/age.
