Just write a choose your own adventure book with an interesting plot and interesting characters and then pay an artist to draw cute girls for your player to fall in love with and then fire up Ren'Py and assemble your "game".

Oh who am I kidding, you can get away with a 100% linear plot with no branching decision trees if you get a porn artist to draw your characters.
