You would be costing the restaurant the price of the food because it would be refunded to the customer. So that wouldn't be right for your employer.

Unethical. However, it's totally reasonable to talk it over with your manager and make that household "outside your delivery range" in future.
Thankfully what you feel doesn't matter. People are already paying for the service. They shouldn't have to pay extra for your job. Go get another job. People are encouraged to quit jobs for all sorts of reasons.
Everyone talks about how if people got better jobs there would be no one left to deliver. There would always be people. People looking for easy money. Or if everyone did quit, they would get the results they want. But they won't. It's easier to blame the person with no power over your wage than to demand better pay from a boss.
People don't always have money for the tip. I've been that broke college student with just enough for a Domino's pizza. That guy who after a long shift and bills just had enough for take-out.
If you really feel that way, then get a different job where you feel like you get payed your worth. But you won't because it's easier to bitch at people you deliver to over a $5 tip than to quit and go elsewhere.

On the flip side of the argument, I've tipped as much as 30% of the total beforehand, by ordering online only for the delivery person to forget an item that I ordered. Then when I call the store about it, the best they can do is, "store credit."
