Incorrect. Actually the graph is measuring "policial ideology". The study finds (as most polls also show) that most blacks have extremely conservative opinions. Although they still vote Democrat.
Blacks hate homosexuals, they are the most heavily religious group in america. They are strongly conservative by many metrics. And yet they still vote Democrat, mostly because they see the Republicans as the "white man's party". They are basically voting out of racial loyalty for the party they feel represents their racial group. Which is part of the reason why multi-racial democracies don't actually work.
