He did not. Biden paused NEW oil and gas leases but all previous leases (of which there are literally thousands not being used) are still legal and valid. The US oil manufacturing base is going all out right now and are pumping basically the same amount of oil they were back in 2019 (there was a downturn in 2020, take a guess who was POTUS when that happened).
