Firefox and all Gecko browsers for that matter. Scrolling in Chrome/Chromium is barely configurable, while in Firefox it is configurable in dozens of ways.

In Chromium based browsers you basically have one option for scrolling, "smooth". You can turn it on or off. That's it. In Gecko based browsers like Firefox, you can configure scrolling acceleration, response, duration, and speed in fractions of a second. You can configure how many lines are scrolled at a time. You can configure automatic scrolling and smooth scrolling. Mozilla could stop working on adding new features to scrolling right now, and Chromium would take years to catch up at best.
