Most presidents have an unpublicized agenda. Some manage to keep it secret their entire term(s). So, in this sense, all presidents suck. But, if we grade them on a curve (taking into account their sleazy, seedy sides), several were pretty good: FDR, JFK, Nixon (yes, I said it), Clinton, and Trump.
