They can steal it, but unless they just want to be a blatant Geforce or Radeon knockoff, they need to be smart enough to understand it and change it enough that it's something new and different.

There's the old SVGA adapters. They're graphics cards but they just provide a framebuffer you write pixels into and maybe some accelerated 2D drawing operations. Those were called graphics cards, not GPUs.

This. My main issue with using a gpu designed by some new player other than Nvidia or AMD would be the drivers, probably even shittier than Intel's.
