It all comes from top - the original resource monitor. htop is just a clone of this.

It's this way on purpose, it's using the same nomenclature systemd uses where the CPU percentage is a percentage that scales with the number of cores.

has a 16 cores/threads CPU so 1,600% means all of their 16 cores/threads are currently maxed out.

On my system the max scale is 3,200% (32 threads).

The Download/Upload rate is broken though and I don't know why (see iperf3 in the Konsole window).

Upload direction this time. My 2.5gbit NIC can indeed transfer very close to 2.5gb/s (not bad if you take overheads into account) but according to System Monitor I'm only pushing a mere 300mb/s

I just figured out why the units look off for network usage too. It's because I'm an idiot and didn't notice it's in MiB/s not Mbps.
The units keep jumping about too much. If it always showed in mb/s like the Windows task manager does it would be much easier to read and interpret.
