Use a sharp blade. Don't pay the disposable razor Jew. Get a safety razor handle and a box of blades for like 5 cents per edge.

Rinse your skin with warm first. Apply shaving cream. Use a good razor, swap it the moment it tugs even a little instead of slicing immediately. Shave in the proper direction.

I recommend using body lotions for atopic skin for after shaving to calm the skin instead of normal shave lotions.

Yup, safety razor eliminated the problem for me. I use proraso shaving cream (because it`s easy to find here in every pharmacy and works really well), and also important: shave AFTER your shower, it will be much easier.

rinse with cold water, don't rub. Let air dry

Just use some kind of trimmer.
It's fast and no irritation. You'll never be clean shaved but who cares.

Heat up a small towl or wash cloth and hold it to neck and face, this will bring your hair up closer to the surface.
Switch to shaving cream/butter, it comes in small jars, the kind you apply with a brush.
Get a good razor, disposables are bullshit, get a really high end one.
Don't get a straight razor, unless you have very steady hands and really, really, really want to get into the "perfect shave".

I haven't had anything like this happen since I stopped using any kind of shaving cream or gel. I use warm water and a Harry's razor that I change the cartridge on about twice a year. I never have any issues with acne, cuts, or razor burn.
