There is no universal best, only choosing what works best for you from the multiple choices available.

Trinity should be in-between LXQt and MATE too.

Window Maker is what you are looking for. Not only does it look good it can run on a potato.

Window Maker is really nice but there needs to be a detailed guide for configuring it to play nice with bleeding edge distros and cross toolkit theming. I've only been able to use it comfortably on Debian Stable and Slackware.

Not in my experience with KDE Neon and OpenSUSE, but I could see that being true on distros that use more conservative defaults. I think a lot of it has to do with compositor settings as well.
