All modifications that allow a firearm to fire 10 rounds in a semi-automatic fashion, suppress a weapon, or apply a stock to a weapon with a sub 16 inch barrel are considered "SPORT WEAPON MODIFICATIONS"
I All sport weapon modifications require a sport weapons license: --50 bucks for in depth background check --psych evaluation --denial for drug crime, violent crime, domestic abuse crime, autism Bi-polar disorder, BPD, or psychosis diagnoses, terrorism investigation, non-US citizen, & age below 25 y.o. w/o military service. --Exemptions for medical disqualification can be provided by licensed psychiatrist with 2 year history with individual. --Judge may pass exemption for non-conviction charges. --Must renew every 5 years.
II: Sale or transfer of sport weapon modifications must be documented at police station or registered gun store where both parties must prove hey have sport weapon modifications. Last known owner of a sport weapon modification that is used in a crime is to be charged as an accomplice to the crime unless it was reported stolen within a reasonable timeframe.
III. Failure to take proper precautions to prevent intrusion or stealing of a sport weapon modification is considered negligence. Negligent owners who have their weapons stolen can face criminal negligence charges if their weapon is used in a crime.
Based on stats, the autism clause would have stopped 35% of mass shootings, psychotic about 30%, stealing about 12%, violent history about 10%, and terrorism/citizenship about 5%

Anyone stopped and found to be in possession of a firearm without the proper license is immediately executed right there. The problem is the majority of the loudest 2A people wouldn't qualify for one of these licenses based on their mental health and they KNOW IT so they fight it. I enjoy target shooting, I'm all for owning guns, but I'm also all for licensing them just like a car but it needs to be federal / not state based and state laws all need to be brought in line to be equal.
