The thing that limits SoundCloud and Spotify is that it has a corporate hand in it. There is a limit to the diversity of truly fresh music you’ll come across.
It doesn’t have hubs like Twitter does either where you see something shared and then see who the sharing person likes and follows.
We need full length music by independent artists. With a download option too.
Obviously people wouldn’t make their pennies on people buying their music, but if they’re truly any good, it’ll be the fastest way to spread it and thus make money independently.
It wouldn’t be about buying music, it would be all about spreading music.
An app without any greed nor money insensitive.
Yet, inevitably, if it spreads enough, the artist makes money.
Like how it goes for non-music artists.
And the website owner would be non-restrictive and just let all happen without them controlling or pushing anything.

The only real way you could pull this off in an organic way that isn't just an unpromoted dumping ground for music like bandcamp and soundcloud is to make the music itself composable, editable and extensible using the site's own built-in lightweight DAW, perhaps limited in technical capabilities to force artists to be more creative.
It would force musicians to make music FOR your platform instead of just promoting established acts who work in other DAWs.
The important thing is that you should be able to disseminate and share a visual representation of the sound you're sharing that won't look like an identical waveform.
A screenshot that shows how YOU laid out your interconnected effects and modules would be a good start, in addition to custom album art.
