I don't think you understand what the "A" in "AI" means. It's not gonna be a person in that sense but it's gonna be able to respond to challenges and adapt.

If you want to build a true super intelligence than an AI won't be it but it will still be an intelligence, an artificial one.

There is no such thing as a true intelligence vs a false intelligence. Intelligence is a spectrum. An ant is intelligent, just far less intelligent than a human. There is no threshold for when you have enough complexity to become sentient. Also humans aren't even the norm as there is far more life that isn't human.
It is entirely possible humans could create a biological / silicon hybrid being that is more intelligent than themselves. I just don't think it is possible with silicon alone.
