Well firstly they severely underestimate how big a fucking 100 megaton nuke would be. You wouldn't fit it in a torpedo.
Secondly there are very few megaton class nukes even left in the world, let alone any over even 5mt. The vast majority are in the 100+ kiloton range. I doubt russia has enough fissile uranium in all of their nukes to even get past 10mt.
Although honestly i'd be surprised if all the uranium hasn't already been sold on the blank market given how shitty the russian armed forces have turned out to be.
