Nothing. HTML defines content. CSS defines style. JS defines interaction and programming. This is how websites work. This is how your browser interprets a website. Anything else is just a different way to add either of those 3 things to a DOM.

So you claim. Either way, what you're looking doesn't exist. Impressive in terms of frames? Tables? Lists? Headers? Marquee tags? I suppose you could do "something" using only html tags with frames and images and image maps, and html5-only elements like videos and sound, but without CSS it will be up to the browser's default user style to render it, so it'll look and function different across browser engines.

The browser provides a default CSS file, the website merely overrides it.
It's necessary since HTML just describes data, CSS describes how to render the data.
