Why has no invented a Decentralized, Pocket ISP mesh network yet? Internet access should not be as heavily centralized as it currently is.

It would have very limited use.
Normalfags couldn't watch their netflix, jewtube and tiktok.
It would only walk in cities with extreme population densities where you can find free wifi by walking a few blocks anyway.
And even then it would only work in an extremely populated city if it was either integrated into every phone, or if it was a very low bandwidth thing like LoRa. And in that case it would have issues with building penetration.

(the LoRa like thing I mentioned is what Apple was trying to build for their tags, and I've heard Amazon was building a similar thing)

Because range. Cell phones have the range and coverage they do because the tower hardware is mounted high up in the air, which puts it above various ground clutter that will quickly attenuate the signal and vastly reduce the range in any more populated area, along with increasing the radio horizon since radio waves at the frequencies anything for this purpose would operate at won't bend over the horizon (while the radio horizon for a transceiver in your pocket would be just a bit over 2 miles on a level surface, but you aren't reaching that unless you're out in a field with no obstructions). Cell towers and other hardware that requires an FCC license to operate also have the advantage of being able to run much higher power levels than consumer hardware.

Realistically, the only ways stuff like this could work are either with mass adoption by consumers who have no real reason to care, or by operating with slightly less centralized infrastructure that would most likely require dealing with an FCC license to get any significant coverage. Amateur radio enthusiasts have built packet networks have worked out by using higher powered wifi gear operating on different frequencies mounted on towers, coupled with highly directional antennas that need to be aimed at other towers they want to connect with which still needs to be organized by a centralized authority.

radio comms are restricted to certain bands, and you'll need a lot of bandwidth and power. closest thing you're going to get is using radio bands that are already assigned for the public to use for data, and it'll be very low power and practically useless.

My area has an ARDEN mesh network. It's mostly conceptualized as a volunteer network that could be used in emergencies... Kinda cool but it's full of stuffy old ham guys

California didn't ban repeaters on public land. They just stopped allowing amateur radio enthusiasts to set up their gear for free rather than paying like everyone else. Also, any disaster that's taking down cell towers is going to be taking down amateur radio repeaters as well.
