You'll have to occasionally deal with circular dependencies on gentoo because portage doesn't have the ability to separate minimal and full packages like nix/guix, but gentoo isn't asinine enough to not ship networking tools in the "I don't know what I'm doing" system. Debian's got this homosexual system going where you're expected to put packages on optical discs but it breaks software installations from the internet if you don't disable it manually and it doesn't even work if you actually try to use it.

Debian has always been able to be installed offline. You can get a really complete set of software out of its 3 dvds. You're a retard.
Also the gentoo experience is just downloading the portage tree and generating a listing of the source files you need to grab from a mirror. Unless you just have an internet connection.
